<title>Fast growth of China steel industry reversed </title>

<description><![CDATA[ Continuous slide of steel price for ten weeks running has reversed the fast growing momentum of China's steel industry and will likely put it on a passive adjustment course, said Xu Lejiang, chairman of China's top steel maker BaoSteel Group. 
According to statistics, the country's output of pig iron and steel products in Aug. saw an unusual negative growth of 1.5 percent and 0.2 percent on year respectively, which also represented a sharp fall in growth rate of 17.4 and 23.9 percentage points respectively from the year earlier period. The year-on-year output growth of crude steel in August was 1.3 percent only, also down 12.3 percentage points from the year earlier period.
Four major steel plants in north China including Shougang Group, Hebei Iron & Steel Group, Jigang Group recently announced to reduce their output by 20 percent respectively, and the move may be followed by Baosteel.
The pig iron output of non-key steel enterprises also declined in the first eight months of 2008, which is regarded as a sign for small steel mills to step out of the market.
Some analysts predicted at the beginning of 2008 that the growth of China's steel industry might lose momentum for sharp hikes of raw materials and fuel prices. Now, the industry is also feeling the pains of slowing demand.]]></description>

<title>US Industries Call For Removal Of China's Export Taxes </title>

<description><![CDATA[ New taxes imposed by China on exports of raw materials are driving up world market prices and putting foreign companies selling products in the Asian country at a disadvantage, representatives of U.S. industries testified Thursday. 
China is a leading producer of many raw materials that are used to make steel, chemicals, ceramics and other goods. But new taxes are restricting Chinese exports of the materials, leading to a supply crunch and price jumps in world markets, the industry representatives said. The resulting oversupply of raw materials in China keeps prices down in the country, giving domestic companies a significant advantage in the Chinese market, they said. 
The testimony came during a hearing Thursday held by the Trade Policy Staff Committee, a panel of U.S. trade representatives and other Bush administration officials. The hearing will help the panel prepare an annual report for Congress due in December on China's compliance with World Trade Organization commitments. 
A U.S. trade official said after the hearing that the export taxes are a "relatively recent development" and will be a key topic when the countries meet later this month to discuss issues involving steel trade. 
"We're certainly focused on this as one of the issues," said committee member Timothy Stratford, assistant U.S. trade representative for China affairs. "I think the Chinese government understands our concerns." 
Richard Kennedy Jr. of the P4 Coalition, representing the U.S. phosphorus chemicals industry, testified that in May, China imposed a 100% export tax on yellow phosphorus. He said the export tax violates the agreement China signed when it joined the WTO early this decade. 
"If this measure is left unchecked, producers around the world will be unable to obtain yellow phosphorus at a competitive price," he said. 
Other industry representatives who testified at the hearing, including makers of steel, textiles and computer software, credited China with taking some positive steps toward opening its market, but said the country maintains "protectionist" policies. The policies include currency manipulation, lengthy regulatory processes, lax enforcement of antipiracy laws and export taxes on raw materials, they said. 
"I agree that there has been progress in China," said Myron Brilliant of the U.S. Chamber of Commerce. "I just don't think right now we have seen it yield enough results for our companies."]]></description>

<description><![CDATA[ The California Resource Recovery Association (CRRA) has announced Vetrazzo, makers of the original recycled glass countertop surface, as the winner of its annual 'Outstanding Closing the Loop Commitment'award. The award has been bestowed upon a business, government agency or organisation that has created a product which reduces waste or has a high-recycled content or implemented an innovative programme on the same lines. Vetrazzo is involved in using 100 per cent recycled glass and it comes in a wide array of designs and colours. <title>Australia construction sector slumps in September</title>

<description><![CDATA[ SYDNEY, Oct 7 - Activity in Australia's construction industry took a spill in September due to a severe deterioration in home and commercial building amid a deepening credit squeeze, a private survey showed on Tuesday.
The Australian Industry Group/Housing Industry Association performance of construction index (PCI) dropped 11.3 points to 31.8, the lowest reading since the survey began in September 2005. It was the seventh straight month of contraction, being far below the 50.0 level seperating expansion from contraction. "The on-going credit squeeze and deteriorating economic sentiment contributed to a marked fall in demand for building projects," said Tony Pensabene, AIG Associate Director Economics and Research.
"This is particularly evident in the sizeable reductions in work on apartment and commercial developments during September and the persistant weakness in house building activity."
The index for house building dropped to a lowly 27.9, from 34.5 in August, while the measure of commercial construction sank 22 points to 35.1, the survey of 120 companies showed.
There was some improvement in the once-strong engineering sector, with that index bouncing 8.2 points to 42.6, though that was still below the 50.0 threshold.
Disturbingly for the future, the index of new orders fell further to just 31.5 in September, after dropping to 37.9 in August.
"Of concern, new orders for the industry as a whole are now at their lowest level in three years, signalling that the current weakness in activity is likely to continue during the months ahead," said Pensabene.
The dismal survey reinforced the need for cuts in official interest rates, he added.
The Reserve Bank of Australia (RBA) holds its monthly policy meeting on Tuesday and is now widely expected to cut its cash rate by an aggressive 50 basis points to 6.5 percent, seeking to cushion the economy from global market turmoil.]]></description>

<title>Zhejiang Quartz Crystal plans to raise RMB 213.20 mln via IPO</title>

<description><![CDATA[ Sep. 1, 2008 (China Knowledge) - Zhejiang Quartz Crystal Optoelectronic Technology Co. Ltd (ZQCOT), a China-based photoelectric parts manufacturer, plans to issue 16.70 million A-shares through its planned initial public offering (IPO) in Shenzhen, as per industry sources.
The Zhejiang-headquartered thin-film optics producer plans to sell the new shares at the par value of RMB 1 per share, accounting for 25.04% of its enlarged equity, according to the company's IPO prospectus released earlier. 
ZQCOT, with a registered capital of RMB 50 million, plans to raise RMB 213.20 million through the IPO to fund its investment in technology innovation as well as future business expansion. 
Domestic brokerage Industrial Securities Co. Ltd was hired to underwrite the share offering.
ZQCOT, which was approved as the High-Tech Enterprise of Zhejiang and the Major High-Tech Enterprise   of National Torch Project, is mainly engaged in provision of OLPF, IR cut filter, IR filter housing assembly, thermal diffusion panel, and cover glass. 
Currently, ZQCOT is the world's fourth largest OLPF producer with annual capacity of 14.4 million sets, according to a company's profile.]]></description>
